I usually just say "it's eight thirty" or "it's eight fifty five"
My mom sometimes says things like "it's ten to nine", but I never do.
I don't think anyone says "fifteen to nine" / "fifteen past eight". they would say "a quarter to nine" / "quarter past eight" if anything. (I would just say "eight forty five" / "eight fifteen")

@CorneliaAdams I’m the same as @paulf9765. I feel like saying things like “it’s 20 past eight” makes sentences unnecessarily long, and they don’t sound as natural to me. It’s so much simpler to just say “it’s 8:20”.
