when he says ‘wouldn’t any of u want to trade places with him?’ he means ‘wouldn’t any of u want to be the owner of such a powerful weapon?’ since it’s clear that sword can allow someone to go from mediocre to powerful. ‘what are you suggesting?’ he’s basically saying: ‘are you honestly suggesting we don’t try to get the sword?’ which would be foolish bc the sword is very powerful. so not getting the sword is not an option even if it’ll be difficult to do

It basically just means "what are you trying to say?" or "what is your plan?"
it is usually said after someone gives a hint of their plan.

suggest means simply what do u prefer or what do u like/opinion of you....now what are you suggesting means what do u suggest them....

@DangYeonSim he’s mocking him in this situation. by saying ‘that’s not what i’ve been hearing’ he’s trying to challenge what he said as if it’s not true
