No. If someone asked me this, as a child, I might say "When I grow up I want to be a doctor." Or "When I grow up I want to be a fireman." I wouldnt' say, "When I grew up I want to be ....."
"When I was a kid someone asked me what I wanted to be when I GROW up. I told him I wanted to be an astronaut. However when I GREW up I became an accountant."

No. In this case the person was asking about one’s future, so it is right to say “grow up” (as “grew” is referring to the past form.)

grow up is correct because he is asking about something in the future not in the past.
past: before I grew up i wanted to be a doctor.
future: when I grow up I want to be a doctor.
