They’re both correct. Necessary doesn’t have a set preposition following it. “To achieve” is short for “in order to achieve” and “for” is the normal way of linking necessary to a noun, e.g. “it’s necessary for your job”, so you can of course use a gerund after “for” too. I don’t see any difference in meaning
