Manic implies an inability to control your impulses. But it doesn't necessarily mean someone is dangerous/evil.
Maniacal means someone is dangerous/evil and a bit crazy as well. They enjoy dominating others including things like torture. You won't hear this much outside of fictional stories.

@Gandalf-the-Grey I don't trust any one dictionary to always be accurate. When I want an American English pronunciation, I use Merriam Webster. For IPA I prefer Cambridge or Oxford. For difficult questions I look at several dictionaries and try to find some kind of consensus.

@Gandalf-the-Grey I absolutely despised English class in elementary school. It was full of contradictory rules and much of that has to do with how shitty the alphabet is. It's a terrible tool for the job it has to do. I was well into my forties before I learned about IPA. It is the alphabet I wished for in elementary school. IPA isn't perfect either, but it's a whole lot better than the standard alphabet.
