@studiousboy I probably wouldn’t say this at all. But if I had to, it would depend on the situation. I would say “spring has come to California” if I was simply remarking on Spring’s arrival and trying to show that I was happy about it. I would say “spring has come in California” if I was comparing it to another state that hasn’t experienced a change in seasons/weather yet. For example:
A: Ugh, it’s still so cold in Michigan! The snow has only just started melting.
B: Really? Spring has already come in California. We’ve been having lovely weather!

@studiousboy Probably just “it’s spring (now)” lol
Or if I was comparing the state that I live in to another one, I would say “it’s spring here”.

@bsloan7 Thank you! How do you interpret “Spring is coming”? Does it mean spring is yet to come or it’s already spring?

@studiousboy I think people usually say things like that when one season has just started transitioning into another. So that’s how I would interpret it. Maybe the city/state you live in just had warm weather for the first time. Or maybe like I said in my example, the snow has just started melting.
