shall is used in very formal speech not in casual, everyday conversation
but if you wanted to be extremely polite you could use it, however i usually encounter people using it to be sarcastic

No, it's a very formal and literary way of saying 'should'. It contemporary English it sounds out of place in normal conversations. People will still use it from time to time to emphasize something or if they're being facetious.

Almost never. Maybe a few times a year, usually when trying to be extra formal as a joke.
Instead of "Shall we go for a walk?" I would say "Want to go for a walk?"
