It depends on the context. It could mean they saw him five minutes ago or that they say him recently (maybe yesterday or sometime that week.)

@tianyaliu88 No, it means when something happened. Similar to 刚刚 I believe. But like I said, it depends on the context (WHEN it happened.)
I just read that book (an hour ago/yesterday/five minutes ago/etc.)
If it happened a year ago, then it didn't just happen. But I could say that it FEELS like it:
It feels like only just yesterday I dropped my daughter off at school. Now she's going to college.
