Technically yes, but it is very informal and can be seen as rude if used. Most of the time if you are talking with close friends or such it is fine to say but even still some of your friends and definitely parents can find it offensive. I recommend using "You're welcome" instead of "welcome"

Welcome without you’re is fine if you are talking informally but it can come off as unprofessional in a formal situation. Also welcome can mean “greetings” or “hello”.
