“To lack” something (verb) means not having or requiring that, (e.g., They lack the resources needed. He lacks imagination.)
A “lack of” something (noun) refers to a deficiency of some sort, (e.g., lack of time and money, lack of experience).
Back to your sentences:
If Italy “lacks oysters”, they don’t have any.
If Italy experiences a “lack of oysters”, they don’t have any.
So both sentences mean the same. It all depends on how you want to word it.
