I think your explanation is fairly correct. Here in Korea currently Seoul subway union has been on slowdown for three days.
And as you mentioned, I find go-slow strike or slowdown are not commonly used in English beacause I've read some articles written in English that express this event as 'Strike'

@krukid From what I understood 파업 means strike, you could definitely just say strike without specifying the go-slow part and that is what I hear commonly. The reason I didn’t just say “strike” is because the word is more broad and it does not describe the aspect of slowing work down.
