"breasts" is a little too blunt and might suggest she likes showing even her nipples.
"cleavage" gives the idea that she likes showing off how full and curvy they are.

Reveal also feels a little blunt to me, but I think it would be acceptable.

I think low-cut it the best word.
But you could also say "skimpy"
"revealing" is an option you could use if you changed the verb.
