I don’t understand what you mean by “with bombshell”. Also, “worser” isn’t a word. It’s just “worse”.

I'm not sure I understand, but I will give you some example sentences that may help.
Because "can't" is a contraction of "can not" you can't say "can't not", because that means "can't not". It is very rare to say this.
You probable want to use the hypothetical (couldn't) rather than the present indicative (can't).
"They couldn't make this bombshell any worse."
"They couldn't make this bombshell any better."

@Lee_D237 No, you can’t make “news” singular or use “a” before it. It’s an uncountable noun. “It’s the best news” is probably the most natural way to say it. You could also say:
I/We couldn’t have received better news!
