The second one is most correct. However, it should be "ages" since there are 3 ages in that sequence.
"You should acquire these skills between the ages of 13 to 15"

I would probably say, “You should acquire this skill between the ages of 13 and 15.” So number two is close. Notice that we use “ages” (plural).
