You cut up things into little pieces, and you cut off one piece.
So if you cut up a carrot, then the whole carrot is now in little pieces, ready to be cooked.
Whereas, you can cut off the green part of a carrot because you don’t want it. Cut off just means something is no longer attached to, or “on” something else.
