How do you say this in English (US)? "I'm a French learner of English" or "I"m a French English learner". Are these both correct and do they well mean "I'm french and I learn English" ?

The first one is good.
The second one is technically correct but it is easy to see how it could be very confusing in many circumstances. I wouldn’t use it if I were you.
