Nope. They are two completely different questions. However, you can ask them both as a follow-up question, still.
"How is Britain?" refers to your thoughts and opinions of the experiences you have had in Britain.
On the other hand, "what is Britain like?" goes into more on the specifics. They are asking specific characteristics of the place while also asking for your thoughts, opinions and experiences on the matter.
In any case, they are both similar questions.
