@Ayaat_Froth "Orca" is the scientific name for the species of "killer whales," Orcinus orca.
Usually, the more the orcas are seen, the more the tourists come to visit.
But, apparently, the "tourist attraction" of the orca in this case has an inverse relationship with the number of tourists -- much to the consternation of the tour boat operators.

@Ayaat_Froth Oh. I see the problem. The lack of the killer whales is NOT explained, it’s just an observation. We don’t know why they are not coming around in great numbers at wherever this place is.

@Ayaat_Froth I apologize! "trip up" is a slang phrase (phrasal verb too) for "not understanding the situation because of one point or item."
Ex: Because Jeb failed algebra last year, he got tripped up on the math in his new class."
