They both have the same meaning. In this case, you do not have to put 'the' in front of TV, since you are referring to a broad amount of TV content playing and not the physical object you own. You are watching [broadcasted content] on your TV, not just the static TV object.
Ex.
"I'm going to watch TV tonight"
"I'm [going to be] watching TV tonight"
The second sentence just omits the 'going to' verb.
