I’ve never heard “congratulations for”. It sounds unnatural to me.

@2sunrise They’re both correct. You can also say:
Congratulations on reaching the playoffs, Portugal and South Korea.

Congratulations on reaching the playoffs, Portugal and South Korea.
or
Cоngrаtulatiоns Pоrtugal аnd Sоuth Korea!
It’s better to have “congratulations” and “on” next to each other if they’re in a sentence together. But “congratulations Pоrtugal аnd Sоuth Korea” is shorter and also very natural if people already know what you’re talking about.

@2sunrise I guess 2, but no one would really say any of these things. They all sound long, stiff, and a bit too formal. It’s more common to say things like:
Best of luck to you!
I wish you the best in everything/in the future/etc.!
I hope everything works out/goes well for you!

@2sunrise It’s still very stiff. Something like “Happy birthday! May all your dreams come true” would be more natural.

@2sunrise Well, I’m not sure what to tell you 🤷🏽♀️ The sentences you wrote, though grammatical, are not natural and contain phrases that native speakers just don’t use. If you’re writing a birthday message, you should want something that sounds friendly and heartfelt, not robotic.
