Yes, this form is used all the time. "If I had known better, I would have..." is a common phrase.
"If there hadn't been so many people in line, I would have waited to see it."
"If the prices had been cheaper, I would have bought it."
"If you had studied harder, you would have gotten a better grade."

To be honest, I'm struggling to remember English vocabulary and I'm forgetting a lot of grammar.
We Japanese have unusually few opportunities to come into contact with English in our daily lives, so I need to make more effort to study.
By the way, Japan is one of the friendliest countries with the U.S., yet its people belong to one of the worst English-speaking groups in the world.
