Hardly ever – this tells us that we are talking about the frequency of an action in time
Hardly – this can be used for the frequency or intensity of anything, whether it is related to time or not.
– I hardly ever eat chocolate croissants
– I have hardly any chocolate croissants
The first one is a time statement, the second one is not.

"Hardly" is used to say a statement is true, but by so little that it's not really important.
"Hardly ever" also means this, but it's only used to refer to frequency.
Examples:
"I was hardly surprised" - I was only a tiny bit surprised.
"I was hardly ever surprised" - I was not often surprised.
"It's hardly bigger than a brick" - It is only a tiny bit bigger than a brick.
"It's hardly ever bigger than a brick" - It is not often bigger than a brick
