One english youtuber frequently uses phrases "winky-wonky" and "horky-borky". I can't figure out the exact meaning of the former one, my guesses are "unreliable, sketchy", probably "awkward". I was told, that "horky-borky" stands for "funky, messy, unpredictable, sporadic", what's the origin of this expression? Dictionaries, translators or whatnot could not help at all! Could you, please, explain it to me?
