"I'm damned if I come home drunk" = If I come home drunk, I will face consequences.
Possible consequences: Wife will scream at him and threaten to divorce him; parents will ground him and forbid him from spending time with friends for a month; etc.

Or another possibility is "I'll be damned if...". This is said when someone is saying that something will never happen, that you would be damned to Hell if you do some act. It is usually said in anger.
"I'll be damned if I ever loan him money again." (I will never, ever loan him money again)
"I'll be damned if I vote for that crazy hypocrite." (I will never, ever vote for him)
I think some people say "I'm damned if I ...", as a variation of your sentence. It means the same thing.
