The author is saying that if we could not remember the past it would be as unknown as the future. But it is unclear, to me, in what way memory is like an arrow. It is a metaphor, yes, but it is said in a very poetical way. Is โarrowโ,here, meant as a weapon? Or is it meant only like something you that points a person in a certain direction? ๐

I think "arrow" refers to "direction."
To simplify the language:
It is memory which keeps the past from being unknown, like the future.
It is memory which tells time *which way to go*, (out of the past, to where we are now, in the present moment), preventing the past from being lost forever.
