Discretionary income is money that does not have to be spent on rent, food or other necessities. The person has the "discretion" to spend it however they want. Discretionary income might be spent on shoes, a new purse, a vacation or golf equipment.

It means income beyond what you need for living expenses- rent, food, utilities, car payments, etc. it is surplus income you can spend as you wish - at your discretion.
