"Skilled" means "having/possessing skill." Compared to "skillful," it puts more emphasis on training and experience.
"Skillful" means "showing/demonstrating skill." Compared to "skilled," it puts more emphasis on the actual ability behind the skill (especially for physical skills).
In most cases they can be used interchangeably, but generally I think it would be more common to talk about a person being skilled and an action being skillful.
Ex:
A skilled performer (the person possesses skill)
A skillful performance (the performance demonstrates skills)
