No difference in the end really, both are quite polite. They come at the question in slightly different ways, but I wouldnāt say thereās a big difference you need to worry about

Neither sentence, I think, say what you want to say. The first sentence is asking if someone has the time to make you an offer, and the second one is asking if someone is available to make you an offer. Neither sentence is actually asking for a tour, they are asking for an offer. Probably best to say:
Do you have time to give me a tour?
Are you available to give me a tour?

@joe1888 No, they weren't grammatically incorrect. Crouching Bruin is getting at something called linguistic specificity, i.e. "be more specific when you talk". It's a minor thing, if you said the things you suggested, people would understand. But Crouching Bruin is also correct that it's better to actually ask for what you want (the tour, as opposed to an offer of the tour)
