The first one is not Grammatically correct. Instead, you would say "I didn't notice him leaving" the second one is grammatically correct. Both mean the same thing.

The correct is: I didn't notice he was leaving = I didn't notice him leaving.

The different between him leaving and that he was leaving is:
Him leaving: Is Him leaving in non-past tense
He was leaving: Is him leaving in past-tense

@joe1888 There isnāt really a difference. A native speaker would probably say āI didnāt notice him leavingā before they would say the second option. But other than that, they mean the exact same.
