The first one is Non-past tense
The second on is Past-Tense!

The first is correct. The second is grammatically incorrect. You can’t use the present tense “wish” with past tense “called me.” It should be I wish he HAD called me.
I wish he would call me means it’s my hope that he will call me soon.
I wish he had called me means he didn’t call me but I wishing (in the past ) that he would
