I’m surprised because I learned “I’m sorry to be late “ was correct at school.

@art_2B #2 is definitely not something a native English speaker would say, though our grammar technically allows it.
I wouldn’t recommend saying it, it sounds very odd to a native speaker.
There isn’t a noticeable difference between the other two options imo
