Frightened is more like startled. Example: you walk into another room and someone is standing there and you didn’t expect them to be there. You might scream or flinch, but you’re okay.
Scared is very broad but usually in this context it could mean that the strange man is genuinely putting you in danger or someone/something else in danger/ or don’t know what they will do.
