What I couldn't catch was "effeminate from his actions"
because the actor who played the suspect doesn't look particularly efeminate.

@Msato I was thinking the same thing. The actor didn’t seem effeminate at all, but he did have a slender build.
The speaker described him as having “effeminate” actions. So I guess he meant that his behaviour, and not his looks, were effeminate.
