My dog is all wet means the dog is completely wet or drenched.
My dog is fully wet /drenched.
Words like completely/ fully can be used instead of 'all'.

I'm all sure seems rather unnatural, hence I'd advise you to stick to the latter , ' I'm completely/absolutely sure , or I'm certain. '
