The first one is an unnecessarily fancy way of saying the second one.
99.9999999 percent of people just say “who“. If you meet somebody who habitually says – whom – then you know that you’ve met somebody who thinks that they are very important indeed.

"whom" is proper English. "who" is what everybody says. 😀
