It is confusing. "As of yesterday" expresses a period of time that started yesterday but is still continuing, so you can use the present tense verb "have".
For instance, you could say "I had a new job yesterday," but couldn't say "I have a new job yesterday" because the time period is ONLY yesterday, so you must use a past tense verb.
You could also say, "I got a new job yesterday," but couldn't say, "I get a new job yesterday" for the same reason.

Both "as of yesterday, I have had a new job" and "as of yesterday, I have a new job" are grammatically correct.
"As of yesterday, I have a new job" would be used to tell someone about your new job and when it started.
Person A: "Hello. How are you?"
Person B: "I'm great! As of yesterday, I have a new job!"
"As of yesterday, I have had a new job" would be used if you are asked how long you have had your new job.
Person A: "How long have you had a new job?"
Person B: "As of yesterday (I have had a new job)"
*It sounds more normal for Person B to omit "I have had a new job", but it could be included.
