Here, “won’t start” really means “does not want to start,” rather than “will not start.” “Will” originally referred to desire in English, but over time became the future tense. You can do this for people or objects, even though objects obviously don’t have emotions! There are other expressions when it comes up:
I’ve asked for her help but she won’t answer me.
Le he pedido a ella que me ayude pero no me contesta (no tiene ganas de contestarme).
The door won’t open - it must be locked.
La puerta no se abre - estará cerrada con llave (no quiere abrirse).
We’ve pressured them but they won’t change their plan.
Los hemos presionado pero no quieren cambiar su plan.
Note that in these three sentences, you could have also used the present progressive for the same meaning (“she isn’t answering me,” “the door is not opening,” “they are not changing their plan”) or even the simple present (“she doesn’t answer me” or “the door doesn’t open”). But “won’t plus verb” is the most idiomatic.
