I think there is no corresponding way to say “to escalate a complaint”.
I have experience working in office environments for several U.S. companies, and when we talk about it in Japanese, we used

エスカレーションする.

(Not エスカレートする)

The meaning of this エスカレーションする is, to pass (a case or a complaint) on to a higher level of the organizational hierarchy.

エスカレートする has another meaning in Japan, like an intransitive verb,

争い(fighting)/ 口論 (Arguments) become bigger /harder.

エスカレーションする in Japanese is “上に上げる”, “to bring it higher”, or more clearly, “上役に相談する“ to consult with the supervisor.

But 上に上げる or 上役に相談する doesn’t necessarily mean “to prioritize the issue higher”, nor “to determine if it is a local or temporary problem and take it as a more universal problem.”

Oh I forgot to mention that a complaint is “苦情”(when it means a customer complaint)
