if you meant "за час", then it means the following: "mark the hour on the stopwatch, I will read this text in an hour"

No, he's correct, you can use both sentences:
1) Через час я прочитаю этот текст/Я прочитаю этот текст через час (= I will have read this text in an hour)
2) Я прочитаю этот текст за час" (= It will take me an hour to read this text)
As you can see, they're equal:)
