‘The Japanese are hard working people’ is the correct way to phrase it. It is plural and therefore uses “are” because it is ‘The Japanese’ as in “Japanese people’ which is plural.
You just need to know that people is plural~

"The Japanese" is plural in this case, so "are" is used.
And to say "The Japanese are a hardworking people" actually can be grammatically correct. I have heard it said like that many times. I'm not sure what makes it correct though, I just know that it sounds normal 😅. But it only really sounds right with the specific phrase "The _ are a _ people."
I think maybe it works because it's a shortened version of "The Japanese are a hardworking (group of) people."
