@wataru638fujiko there needs to be a little more context, but i’m pretty sure it’s comparing the words “less” and “fewer.”

In proper English grammar, fewer is used for countable items and less is used for uncountable items.
The lake has less water in it than the last time I was here.
There are fewer people at the party than I expected.
Many English speakers, don't really care about this rule and often use "less" in both cases.

I've asked the usage of "between and among" and "immigrant and emigrant" on HiNative because I've heard that some people use "among" when you should use "between" and the same thing happens to the usage of "immigrant."
I received the response that native speakers don't make much of a distinction and it is clear what is meant. Less and fewer is another example.

well first off immigrant & emigrant mean 2 different things:
immigrating: coming into another country
emigrating: leaving one’s country
but then yes the “less and fewer” just means native speakers don’t differentiate them all that much!
