People normally say “How soon is soon” in response to something like “I will be there soon.” We say “How soon is soon” to ask the person for a more exact time that they’ll take to finish the task.
Example:
A: Are you on your way to the parade?
B: Yeah, I will be there soon.
A: How soon is soon?
B: about 5 minutes.
