“Flat out” in this context seems to hold the same meaning as “Literally”

Haha as an Australian, I recognise this way of speaking very well. “Flat out” is used to strengthen pretty much any phrase, similarly to “literally” or “totally” in American. As an additional connotation though, it usually “strengthens” in a negative way. From this sentence, we understand that the speaker does not think the person is being appropriate when going to weddings.
