But, do you mean, when do we say “more happy” versus “happier?”
If so, then the flexible rule says adjectives with “one or two syllables use “-ier/-er” but those with 2 or more syllables use “more.”

@ranahany977 Any adjective can have “more” put it in front of it in the comparative but it usually sounds odd to put “more” in front of an adjective that has an -er comparative (eg happier).

@ranahany977 Technically, we make our decision based on number of syllables in the adjective. When there is an option (2 syllables), we do as @Gezzza says, we let our ear decided - "which sounds better?"
The meaning of the adjective is not considered when making the decision.
Ex: we don't say it's "more cold" than yesterday. That's wrong and sounds incorrect. We say, "it's colder than yesterday."
Ex: But, with "happy", we have an option: "I am happier today than you are." or "I am more happy today than you are." (personally, I say, "happier.")
