If you take out some words the sentence is “the driver was caught ripping off foreigners”. It has the same meaning as “the driver was caught WHILE ripping off foreigners”, but it’s ok here to leave the preposition out because it’s what he was doing at the moment he was caught.

I hope someone who is a formal English Language Educator can provide the exact rules.
In this case, it is clear how the phrase “ripping off foreigners” relates to the rest of the sentence. The driver was doing it, he was doing it 5 times, and he was caught while doing it. Here you could leave out the preposition to be less formal. Sometimes leaving out a preposition creates ambiguity when there are multiple people or actions involved.
