ハンカチで襟元を拭(ふ)いた
のだと思います。
煽るという表現は普段しないため、前後の文章から推測する必要があります。この場合「ハンカチで」と書いてあるため襟元を「拭く(ふく)」又は「拭う(ぬぐう)」が答えだと思います!

おそらく「襟元を煽ぐ(扇ぐ)」の間違いで、
そうであれば意味は
「ハンカチで首元を扇ぐ」、つまり、暑いのでハンカチで風を起こして首元を涼しくしようとした、という意味です。
