Grammar includes punctuation and capitalization.
That's why I said sentences 1 through 4 were wrong before I corrected them.
After I corrected the punctuation and capitalization, I said that sentence #4 is still wrong, because "is saying" is not the correct way to write it.

The first and the second one work. The third and the fourth one are at least unnatural, because “says” and “is saying” need to be in the past tense.

Hmm, I ran sentences 3 and 4 into free grammar checkers and one grammar checker said that "is saying" is wrong, but all the other grammar checkers said 3 and 4 are both correct.
I don't know if I should trust free online grammar checkers or not.
All I know is that to my ears, #3 sounds right and #4 sounds wrong, even though they are both in the present tense when the word "saw" is in the past tense.
