Question about English (US)
A: Maybe companies will raise prices to finance higher pay and bigger benefits. My favorite coffee house chain upped the price of a cup of coffee latte to cover the hike in labor costs.
B: In other words, it's passing the *buck to consumers.
Is it okay to say passing the responsibility instead?

Responsibility would sound a little odd here. Consumers do not bear responsibility for labor costs; they can choose to pay the higher cost or not. I would say “cost” instead.
