Is there any difference between "address a problem" and "tackle a problem"? Would you use those terms interchangeably? If not, what would be the most common situation to use each one?

They could be generally seen as synonyms, meaning “to deal with a problem” (hacer frente, lidiar con un problema).
To “address a problem” or “address an issue” (meaning, “abordar un problema”) is a little more general and formal. When you address a problem, you pay attention, discuss, and deal directly with a problem.
To “tackle a problem” (meaning “abordar or resolver un problema”) refers to an attempt to deal with the problem and solve it. When you tackle a problem, you are trying to find a solution.

There is no difference in the meanings; however, address is more formal and serious while tackle is more informal and not as commonly used in my experience.
