A touch-up is when somebody re-applies make-up so it looks "fresh". This person is saying they often look "broken down" (a reasonably not nice way of saying they don't look good) so they go and re-apply make-up to feel better about themselves.

@sy08101017 touching something up means fixing things in small quantities, or making small improvements.
so you can say
" I touch up my make up all day "
as for brokendown, it means something or someone in a bad condition or state of mind
so if someone is crying badly = it means they are broken down.
if they are in a bad physical or mental state.
and it also applies to objects " my pc broke down "
so this full sentence means
I do little improvements or corrections all day long (I assume to her looks and make up) when she is feeling down or looking not that great..
so she gets a little obsessed with fixing her self up when she is in bad shape..
